Now that Libya has been attacked if they retaliate can we declare this a war?

Only congress declares wars in America. We certainly can't call any Libyan attacks, "unprovoked", not now anyway. Who knows how many of Libya's allies, what the rest of the world calls terrorists, will attack in response to the UN's and America's flagrant act of war.
